CYSA California Soccer League (CCSL) and California Regional League (CRL)
CCSL is the CYSA State-wide Playing League for Division 1 and 3 teams.
For us in District II, CCSL replaces the Abronzino (Gold, Silver Elite,
Silver) and Delgado (Bronze, Copper) Playing Leagues, with the addition
of a new State Premiere Division (SPD). Silver, Bronze and Copper
divisions, play stays "local" with teams mainly from District II and
District I, and the area is called the "Coast District". Gold and
Silver-Elite divisions draw from a larger area bounded by CYSA
Districts I, II, III, and IV and the are is called the "Bay Region".

Referee Procedures

The rules are summarized below.
Pre-Game
-
Both teams on same side of the field, spectators on opposite side.

Home team supplies 3 copies of the Match Card (printed paper) and game balls. See Post-Game for details of match report.

Home team must change in the event of a color conflict.

Check players and coaches/managers against their CYSA passes. NO PASS, NO PLAY! The player passes SHOULD be laminated with Picture on the front.

Check players' equipment.

Jewelry is not allowed. It is NOT OK to put tape over earrings or bracelets. Medical bracelets are allowed if made safe to the Referee's satisfaction.

Players wearing any dangerous equipment or device including orthopedic casts, air-splints, or metal splints, shall not be eligible to participate in any game, practice, tryout or training session.

Diagonal System of Control (DSC) only. The Dual-Referee system is not to be used on any USSF-affiliated match.
Post-Game
-
Return all passes to the team when you have confirmed the game card is correct. DO NOT KEEP THE PASS OF THE SENT OFF PERSON.

At the end of the match the referee fills out and signs (2) match cards, and gives them match card back to the teams. Referee keeps the other match card, ensuring the sent off player/coach information is complete and correct.

Referee enters game report into Arbiter, noting any incidents that may be contentious, especially Yellow cards. If Red Cards were issued, check the "Send-Off" checkmark..

Guest Player Rules

Guest Players

a.The maximum number of players allowed is three (3) per game.

b. Players on the roster of a U10 and younger team may guest play on teams playing in any Bracket of any Division on teams for which their birth date allows.

c. Players on the roster of a U11 and older team may guest play under the following conditions;

Guest Team Officials
-
a. A guest team official is defined as a team official with a approved CYSA member pass who is not listed on the roster as a team official for the CYSA team with which the team official is participating in a particular event
-
b. A team official who is suspended cannot participate as a guest team official.
-
c. The Guest Team Official must be rostered on a team within the same Club as the team on which the team official will be guesting.
-
d. Guest team officials must surrender their official CYSA member pass to a match official to be allowed in the technical area.
-
b. Failure to surrender the guest team official CYSA member pass will result in CCSL sanctions.
-
c. A maximum of two guest team officials may be allowed for any given match.
>> Only allows Guest Players to guest on teams that are the same TEAM AGE (or higher) as the guest player's registered Team Age.
o i. If guest playing in the same division the player
may only play on teams playing in an equal or higher bracket within that
division
o ex: B bracket player may guest on an A bracket
team, but is not allowed to guest play on a C bracket team or below.
o ii. If guest playing in a higher division the player
may guest play on a team in any bracket of the higher division(s);
Silver Elite, Gold, or Premier Division.
o iii. If guest playing up to an older age group the player may guest play on a team at the same division and bracket level or higher.
o Team IDs are formatted as DD-LL-CC-TTTT where:
DD is the District number
LL is the League number
CC is the Club number
TTTT is the Team number
o The DD-LL-CC numbers must be the same on the guest
team official CYSA member pass as those on the CYSA member passes for
the team on which the team official is guesting

Guest Players

a. The maximum number of players allowed is is seven (7) per match for U11 and older teams, five (5) per match for U10 and younger teams.

b. Players may guest play on any team in any Division at their soccer age or older in spring only, provided the Guest player is rostered on a team within the same registration league as the team on which the player will be guesting. (SASC and MVLA are both part of Foothill YSL - the registration league).

Guest Team Officials

a. An adult who is registered with Cal North with a team other than the one for which the adult is acting in the capacity of a team official.
Playing Rules
CCSL Substitution Rules:

No limit on number of subs or re-entry

Both Teams: kick-off, goal kick, injury

Team in Possession: throw-in. If the team in possession of the ball substitutes, the other team may substitute players as well.

Some Sunnyvale Soccer Complex fields Dual lined. The Orange lines are for U11-U12 brackets. Take care to not get confused by the White penalty area lines! Walk the field and train your mind to just look at the Orange lines.
US Soccer Heading Mandate
No Deliberate Heading of any player 12 years old or younger. If a deliberate heading of the ball occurs, the restart is an IFK from the spot that the heading took place. See 7v7 and 9v9 descriptions below for specifics.

Talk with both coaches prior to kickoff to ensure they are aware of the Heading rule change and how it will be officiated.
-
Deliberate heading is not a foul, rather it is a violation of permissible playing technique in the defined age brackets.
-
For deliberate heading, play must be stopped immediately. Verbalize your call as older players may be confused.
-
If a goal is scored by a player deliberately heading the ball, the goal should be disallowed and an IFK should be awarded.
-
As is the case with deliberate handling, this call will potentially be controversial. Be consistent and use common sense. Tactical heading to stop an attack may happen, it is a frustrating downside of the no-heading policy.
-
No advantage can be applied for a "Heading Violation"
-
Heading Violation can not considered for misconduct, so no Yellow card for persistent infringement and no DOGSO (a defensively headed ball off the goal line is JUST an IFK at the top of the goal area or penalty area for 7v7 play).
-
If a player "can't stop heading" or appears to tactically heading, talk with the coach to sub the player out.

No heading shall be allowed in U13 matches, as per rules outlined above. Players 12 years old and younger, playing in U14 or older matches are not to deliberately head the ball, BUT it is not up the referee to track these players, hence no Heading violation called in U14 matches!
